Back during the Reformation they needed a way to justify killing each other so they came up with the "dual morality" theory. You could kill enemies of the State but not personal enemies. The only problem was knowing if your attacker was attacking you as a citizen or as a christian. If as a citizen you would try to kill them back. But as a christian then following Jesus came into play.
