I couldn't agree more with Greg on this one. Usually I let them speak until it becomes patently obvious that they are looking for a response from me, and then I start to answer. That gives you the "fairness" card if you need it to point out, "Hey, I let you say everything you wanted to without interrupting, now I'm trying to get through what I'm saying."
Greg's right, though, that many people don't care about any sort of fair or honest dialogue. They only behave as much as they think they need to In order to keep you there so they can trample you.
